PM defends Bout court decision
ตอบลบRussia summons Thai ambassador
Published: 22/08/2010 at 12:50 AM
Online news: Local News
Prime Minister Abhisit Vejjajiva is defending a court decision to extradite Russian arms smuggler Viktor Bout to stand trial on terrorism charges in the United States.
Responding to Moscow's criticism that the extradition order was a political decision, Mr Abhisit said the ruling was based on evidence and free from outside interference.
Following the ruling on Friday, Russian Foreign Minister Sergei Lavrov was quoted by Russian new agencies as saying the decision was political and unjust.
The Russian Foreign Ministry also summoned Thailand's ambassador to Russia, Chalermpol Thanchitt, to protest against the decision to extradite Mr Bout.
"The utmost discontent and concern were declared over the politically motivated verdict of the Thai Appeals Court, which contradicts the Thai Criminal Court's ruling made in August 2009 that denied the US extradition request due to a lack of evidence," the Foreign Ministry said yesterday.
Mr Abhisit played down reactions of Russia which also said it would do anything necessary to return Mr Bout to his home country.
"In a situation like this, pressure is normal. So it is best to handle it in a straightforward manner," he said.
The government will continue to explain the issue to both Russia and the US as it always does on a regular basis.
"The government has been saying all along to the US and Russia that it doesn't and it can't intervene in the justice process," said the prime minister.
He also said that the US recently submitted another fresh request seeking the extradition of Mr Bout in a separate case. The request was filed with a Thai court via the prosecution just as the extradition order was handed down, he said.
On Friday the Appeals Court overturned a lower court's ruling in August last year which rejected a US request for extradition.
Mr Bout was arrested in March 2008 in Bangkok in a sting operation in which he was lured to supply arms to US authorities who posed as the Revolutionary Armed Forces of Colombia, or Farc.
The Russian, dubbed the Merchant of Death, has denied the charges.
He has also been accused of being involved in trafficking arms to conflict zones in Africa, South America and the Middle East.
The lower court turned down the request on the ground that Thailand considers Farc a political movement, not a terrorist group.
Sirisak Tiyaphan, chief prosecutor for foreign affairs, also rose to defend the country's justice system following Moscow's criticism.
He said Thai judicial procedures meet international standards and authorities are confident in their transparency.
"In pursuing Mr Bout's case, we are following proper legal steps. We focus on efforts to stamp out international crimes, not on international politics," he said.
Mr Sirisak said the US, the Foreign Ministry and the Corrections Department would be notified of the court order.
If the US fails to bring Mr Bout to the US within 90 days, Thai authorities will have to release him, he said.
He said the US will have to send a separate request to the prosecution if it wants related evidence seized by Thai authorities.
"The US has asked for an extradition of a suspect which falls under the extradition pact. If it wants seized evidence or assets, a different law applies," he said.
Mr Sirisak said the US has indicted Mr Bout on two other charges of money laundering and electronic fraud on top of four terrorism-related charges.
On Russia's claim that it would bring Mr Bout home, the prosecutor said that under Thai law, the case is finalised and the court order must be respected.
"If Russia doesn't agree, I am afraid it will find other ways. But I have no idea what it plans to do," he said.

ตอบลบWhen writing a business plan, the focus of the Market Analysis section is a thorough examination of your target market, those people that you intend to sell your products or services to.
ตอบลบThe first step is to define your target market. Even if you intend on selling a service only in your own town, you're not selling that service to everyone who lives there. You need to know exactly what the people who might be interested in buying your product or service are like, and how many of them there are.
Then you need to make some projections about your target market, in terms of how much of your products or service they might buy, and how they might be affected by trends and policies.
How to Write a Business Plan: The Market Analysis
As always when you're writing a business plan, research is the key. Before writing the Market Analysis section of the business plan, use these general questions to start your research:
Target Market
How old are they?
What gender are they?
Where do they live?
What is their family structure (number of children, extended family, etc.)?
What is their income?
What do they do for a living?
What is their lifestyle like?
How do they like to spend their spare time?
What motivates them?
What is the size of your target market?
But don't stop here when you're writing a business plan. To define your target market, you need to ask the specific questions that are directly related to your products or services. For instance, if you plan to sell computer-related services, you need to know things such as how many computers your prospective customer owns. If you plan on selling garden furniture and accessories, you need to know what kinds of garden furniture or accessories your potential customers have bought in the past, and how often.
Projections About The Target Market
What proportion of your target market has used a product similar to yours before?
How much of your product or service might your target market buy? (Estimate this in gross sales and/or in units of product/service sold.)
What proportion of your target market might be repeat customers?
How might your target market be affected by demographic shifts?
How might your target market be affected by economic events (e.g. a local mill closing or a big-box retailer opening locally)?
How might your target market be affected by larger socioeconomic trends?
How might your target market be affected by government policies (e.g. new bylaws or changes in taxes)?
Writing the Market Analysis Section of the Business Plan
Once you have all this information, you'll write the Market Analysis in the form of several short paragraphs. Use appropriate headings for each paragraph. If you have several target markets, you may want to number each. (See the sidebar for a sample of this section of the business plan, from the Royal Bank.)
Remember to properly cite your sources of information within the body of your Market Analysis as you write it. You and other readers of your business plan will need to know the sources of the statistics or opinions that you've gathered from others.
The How to Write a Business Plan instructions continue on the next page are tips for researching the market analysis section of the business plan, including sources for Canadian information.

ตอบลบThese days, Americans worry most about an economic recovery that President Obama calls "painfully slow." But on Saturday millions will remember the day al-Qaida terrorists flew airplanes into the World Trade Center in New York and the Pentagon in Washington.
Another hijacked plane crashed in a field in Pennsylvania when passengers rebelled. Close to three thousand people died that day.
Next year will be a big anniversary, ten years since the day Americans call 9-11.
But this September eleventh comes at an uneasy time. A large number of Americans say they oppose plans to build an Islamic center near the World Trade Center site in New York.
This week attention centered on a Christian minister with a small following in the state of Florida.
Reverend Terry Jones said he would mark the 9-11 anniversary by burning copies of the Quran. He said he wanted to send a message to Islamic extremists.
TERRY JONES: "We are not hateful toward Muslims. We are not aiming this at Muslims, we are aiming this at Sharia law."
His church in Gainesville has maybe fifty members. On Thursday, Mr. Jones met with a local Islamic leader in Florida and agreed to cancel the burning. He said the decision was part of an agreement to move the proposed mosque in New York.
But the imam leading that project denied any such agreement. In reaction, Mr. Jones said he was not canceling the burning, but was suspending it.
Political and religious leaders around the world had condemned him. The plan even led the State Department to warn American travelers to avoid places where protests might take place.
President Obama said burning Qurans could endanger American troops and invite more extremism. Defense Secretary Robert Gates called Mr. Jones on Thursday to urge him to reconsider.
Administration officials called the idea of burning Qurans "un-American." But they also agreed that it would be within constitutional rights, like protesters who burn American flags. The Constitution guarantees free speech and bars the government from restricting the practice of religion.
President Obama has worked to improve relations with the Islamic world. On Thursday he extended greetings to the world's Muslims for Eid al-Fitr, the end of the holy month of Ramadan
But many Muslim groups in the United States are limiting celebrations on Saturday because of the timing of Eid and 9-11 this year. A Muslim student leader at George Washington University, for example, called on Muslim students to take part in a day of community service.
On Friday, a new study said national security agencies have not changed enough to deal with new terrorist threats against the United States.
Experts warned of a growing threat from Americans going to other countries to train and work with terrorists. At least forty-three American citizens or residents linked to militant groups were charged with or convicted of terrorism crimes last year. These cases were in the United States and other countries, and were the most since 9-11.
The two former chairmen of the 9-11 Commission that investigated the attacks led the study.

The isolated kingdom of Bhutan has opened its doors to a team of art experts in order to preserve its Buddhist history.
ตอบลบWorking for the first time in collaboration with Bhutan's Department of Culture, conservators from The Courtauld Institute of Art in England have spent the last three years documenting some of the reclusive kingdom's most precious wall paintings.
According to Lisa Shekede, leader of the project, the wall paintings date from around the 17th century and are some of the best surviving works in the region.
The team visited over 200 temples -- sometimes trekking for an entire day to reach remote monasteries -- and documented around 50 paintings in detail.
